FOREIGN Minister Bob Carr has sought to put a positive spin on the disastrous ructions within the Labor Party, saying Julia Gillard's ministerial reshuffle is an opportunity for the renewal of the government.

Fresh from a meeting with Vice President Joe Biden in Washington, Senator Carr said the abortive leadership manoeuvring within the government had "strengthened" the prime minister's leadership.
