VOTERS in the ACT have joined Victoria, NSW, Queensland and the Northern Territory in swinging to the Liberal Party.

However, Labor last night looked set to cling to power despite the surge in the suburbs to the Liberals and a collapse in support for their governing partners, the Greens, at Saturday's election.
