THE draft of the 2013 defence white paper reveals a nation in strategic retreat, with neither the money nor the capability to hold lofty ambitions about its role in global conflicts.
Instead, the 150-page document puts the focus of the military back on Australia's immediate neighbourhood following savage budget cuts and a decade of operations in distant Iraq and Afghanistan.
